Press Conference: A decade of Phoenix is 10 Years too many

On Tuesday, February 24 at noon, the Public Service Alliance of Canada, Quebec Region (PSAC-Quebec) will mark the introduction of the infamous Phoenix pay system.   

Ten years later, the federal government still appears to remain cold and indifferent to the human and financial consequences of this unprecedented fiasco.

Journalists are invited to meet Sébastien Paquette, Regional Executive Vice-President of PSAC-Quebec, as well as Louis Mallet, Quebec City Area Council. A symbolic ice sculpture will be unveiled to illustrate the government’s ongoing indifference toward the thousands of public service workers still caught in the cycle of pay system errors.

Below are pre-event remarks from Sébastien Paquette, Regional Executive Vice-President of PSAC-Quebec, regarding this unfortunate anniversary:

  • This weighs heavily on both past and present members. We cannot help but think of the thousands of members who have experienced—and are still experiencing—serious pay issues.
  • We want the government to replace this system so that this 10th anniversary will be the last, because the problems with Phoenix are far from resolved. As of 2025, more than 233,000 problematic pay files are still awaiting resolution. Ten years of Phoenix is ten years too many.
  • Members deserve respect and stability. They continue to keep public services running without knowing whether their pay will be processed correctly. Meanwhile, Ottawa remains cold and unmoved.
